I figured it out.

The reason you only have to craft one item one times for the grandmaster crafter quest is this, in the past the crafting requirements would only be 2-tier meaning that you would start with a raw lower rank ingredient and transmute it into a higer ranking ingredient and then you would use that along with other ingredients of either tier one or two. Where as with with this quest we have some tier one ingredients needed but we also have a tier 3 ingredient and a tier 4 (or 3 depending on how you look at it) ingredient:
